Study On The Demand Of Agricultural Science And Technology Resources About Counties In Fujian Province

County economy is the basic unit of national economy. Agriculture has the important position in county economic development. There is more people but less land in Fujian, agriculture has distinguishing feature, the progress of science and technology in Fujian province is important for modern agricultural development. Agricultural technological progress requires a lot of resources to support in the agricultural science and technology, the relative resources under the condition of limited resources of science and technology, the county agriculture needs to size and change trend and optimize the agricultural science and technology the allocation of resources and improve the scientific level of agricultural science and technology management has important reference meanings.The paper according to the study object is the demands of agricultural science and technology resources about counties (cities, districts), selected the appropriate main methods of DEA (data envelopment analysis) to calculate the demand amount of agricultural science and technology resources about 39 counties. And compared to the support situation, analyzed the coupling and difference between demand and support of agricultural science and technology resources, then found out the reasons and major factors. And based on the analysis of the demand of agricultural science and technology in 12th Five-Year Plan period, gave suggestions to promote the county's agricultural science &technology resources allocation. First of all, this paper make analysis on the distribution of agricultural science and technology resources of counties in Fujian province, pointed out that the time distribution of agricultural science and technology resources Continuous increasing, and the spatial distribution of non-equilibrium. Secondly, based on the induction from the former research, then defined the demand of agricultural science and technology resources, and used DEA method to calculating the demand amount of agricultural science and technology resources about main counties (city, area),it showed a overall rising trend about the demand of agricultural science and technology resources, but there is still a relative big gap between landlocked mountainous counties (city, area) and coastal counties (city, area). Thirdly, using comparative analysis method, the paper contrasted each county's the supply current of agriculture science and technology resources with its demand situation, and find out the problems. Fourthly, analysis on the demand of agricultural science and technology resources in the 12th Five-Year Plan period about counties in Fujian province. Finally, according to the analysis of the existing conclusions, put forward the corresponding strategies.The results of the study indicate that:(1) Both demand gross and increasing rate of agricultural science and technology resources about main counties rise gradually in Fujian province. Technology of agricultural economic development role indispensable.(2)The distribution of agricultural science and technology resources demand in Fujian province, exist certain not well balanced between landlocked mountainous counties (city, area) and coastal counties (city, area), The coastal counties'average amount of agricultural science and technology resources demand is about 1.5 times of the landlocked mountainous counties from 2005 to 2008. The main reason is a landlocked condition of agricultural production is relatively poor, so it should create more superior service and foundational conditions further for inland mountainous areas.(3) County technology resources of the coupling between supply and demand in the gender is poorer, The echo of supply and demand is insufficient. The main reason is not established demand orientation resource distribution mechanism of agricultural science and technology.(4)In the"12th Five-Year Plan"period, among the county of Fujian province, agricultural science and technology demand of the fruit industry, plant industry, vegetables industry, agricultural infrastructure construction, new varieties and new technology field have become increasingly prominent in every counties. So the agricultural science and technology promotion measures should be further improve with exact purposes.
