A very important reason is that public organizations have their own characteristics. However, based on the universality and commonality of organizational management, learning organizations can be applied to public organizations. Public organization undertakes to manage state affairs and has social responsibility in public affairs. It is not only the carrier of public functions, but also its level of performance affect directly the degree of organizational innovation and restriction other organizations management innovation.
