Learning organization theory as a new management mode and method, was respected highly by business management sector, and was introduced into many enterprises'management practices and achieved great success. For us, the learning organization is an exotic theory, which is widely promoted and applied in business management practice. But as a new organization and management concepts and organizational forms, which be not applied in public organizations. A very important reason is that public organizations have their own characteristics. However, based on the universality and commonality of organizational management, learning organizations can be applied to public organizations. Public organization undertakes to manage state affairs and has social responsibility in public affairs. It is not only the carrier of public functions, but also its level of performance affect directly the degree of organizational innovation and restriction other organizations management innovation. Therefore, the construction of learning public organizations is not only feasible, but also necessary.The learning organization adapts to the inevitable requirement of knowledge economy,is inevitable trend which the traditional administrative changes to the new public management,is important part for the whole ecosystem to a higher degree of social and political development. Currently, the concept of a learning organization has begun to take shape in the practice of public management of China. Learning government, learning political parties, learning organizations, learning communities are springing into being. In the voice of a learning organization, some public sectors build a learning organization of develop strategic planning. But the specific operation of the process has encountered some obstruction, such as understanding the basic concepts of fuzzy, meaning to understand the errors, blindly copy the slogan-like response, more remaining on the theory, and practice the lack of operational experience and so on. It is based on which the public sector encountered these difficulties for creating a learning organization, so people began to question the feasibility of public organizations building the learning organization. Therefore, in order to explore the essence of a learning organization, further to explore the connotation of the learning organization theory essence, seek public organization construction learning organization of necessity and feasibility, find the path to construct a learning-style public organizations, the author access to a large number of related research in Data and field research, to explore the problems and shortcomings which the construction of a learning process of public organizations, and proposed specific countermeasures, and to draw on the empirical results for other public organizations for reference.
