As human society entered the era of knowledge economy, human capital has become the most important resources and guarantees of the economic development and social progress. Human capital theory and new economic growth theory prove that human capital is the endogenous factor of economic growth.Currently, following the Yangtze River Delta and the Pearl River Delta, the surrounding Bohai is called the "third pole" of China's economic growth. As a core of the surrounding area of Bohai, Beijing-Tianjin-Hebei region is one of the most developed economic, technological and cultural areas of China, also it is the region of high speed of economic development, larger economic volume, the most potential for development. However, in economic and social development, Beijing-Tianjin-Hebei region has some problems, such as still relatively backward economic development, extensive economic growth, low level of human capital, unreasonable human capital structure. These problems seriously restrict the rapid and healthy economic development in Beijing-Tianjin-Hebei region. There are many causes for their existence, but the differences in human capital are the most important ones. Therefore, whether in theory or in practice, research and analysis of human capital differences in Beijing-Tianjin-Hebei region and its economic growth, have great theoretical and practical significance.This paper uses a standardized analysis and empirical analysis, qualitative analysis and quantitative analysis, the combination of dynamic and static analysis, horizontal and vertical comparison method to compare the differences of Beijing-Tianjin-Hebei region in human capital as a starting point. In human capital and economic growth of the theory, based on the analysis of differences in human capital, Beijing-Tianjin-Hebei region differences in regional economic growth and economic impact, and thus on investment in human capital Beijing-Tianjin-Hebei region and comparative analysis to find out the Beijing-Tianjin-Hebei region on the existence of human capital differences, and finally proposes to further optimize the allocation of human capital, Beijing-Tianjin-Hebei region and regional integration to promote the development of countermeasures and suggestions.Human capital investments include the following aspects:(1) levels of formal education; (2) Vocational and technical training; (3) health care; (4) the child's culture; (5) looking for work activities; (6) labor Migration. Investment in human capital mainly is on the basis of investment in education, so this thesis is based on investment in human capital investment in education research.The body part is divided into the following sections:The first part is an analysis of human capital, human capital investment and human capital accounting theory. Basing on domestic and foreign scholars on human capital and economic growth theory, we analyze its limitations and shortcomings, and systematically summarize the human capital on economic growth mechanism.In the second part, we use three years of education per capita and human capital Gini coefficient to study the structure of the stock of human capital in Beijing-Tianjin-Hebei region, and make a comparative analysis of the average level of human capital and human capital structure in Beijing-Tianjin-Hebei region qualitatively and quantitatively.In the third part, we use the production function model to make an empirical study of the average level of human capital and human capital structure and the relationship between economic growth in Beijing-Tianjin-Hebei region. Through analysis, we find that the average level of human capital and human capital structure of small effect on economic growth Investment in physical capital effect on economic growth in Beijing-Tianjin-Hebei region, indicating that the economic development in Beijing-Tianjin-Hebei region is still the material-driven and relatively extensive.In the fourth part, from the perspective of educational investment, using the comparative methods in human capital investment of Beijing-Tianjin-Hebei region to do a specific analysis, we find that the existing problems based on the educational investment in human capital investment of Beijing-Tianjin-Hebei region.In the fifth part, which aims to improve the average level of human capital of Beijing-Tianjin-Hebei region, to improve the human capital structure and promote the human capital investment, we put forward some suggestions to speed up the process of economic integration in Beijing-Tianjin-Hebei region and to promote overall rapid economic development of Beijing-Tianjin-Hebei region.
