| ABSTRACT:Realize resource-based enterprise logistics transform to the community logistics not only affected by conditions of internal logistics, but also constrained by external environmental conditions. The purpose of this paper is to study whether the enterprises are equipped to develop logistics as their new continuous industry under the dynamic environment constraints, and how to identify the order of influence factors to purposely launch transformation work.This paper firstly analyzes the favorable conditions and constraints of the resource-based enterprises logistics, and then explains the resource-based logistics system is composed of resource elements, functional elements, services and feedback elements and environment constraints elements from the point of view of combination of logistics system model and elements, which can be considered to constitute the four major categories of logistics transformation influence factors due to the aim of transformation of enterprises logistics is to achieve the coordination of enterprise logistics system and the social logistics system, and build specific influence factor index system. To reflect the uncontrollable nature of environmental constraints, and meanwhile taking into account the relationships between the interrelated factors, this paper uses Analytic Network Process to analyze the importance of each factor and establishes influence factors analytic model based on the ANP.Finally, taking a petroleum enterprise as an example, the author gives the description of the solution process, and analysis the results and applications of ranking factors, and in this paper the sort order of influence factors can be used to solve two problems:What conditions enterprise need to possess to develop logistics as their new continuous industry, what issues need to be addressed for enterprise to achieve successful transformation of logistics on the basis of existing logistics conditions. |
