Evaluation And Mode Selection In Coordinating Development Of Urban And Rural Economy In Ezhou

Coordinating development of urban and rural economy is the foundation of urban-rural integration.Only by realizing coordinating development, sustainable development can be fulfilled. To solve the correlative difficult problems,to premote coordinating development of urban and rural economy,so as to build a solid foundation for urban-rural integration is not only a theoretic problem which urgently needs to solve, but a practical problem as well. Therefore, there are theoretic and practical meanings in researching this subject.This paper takes coordinating development of urban and rural economy as a main line. Directed by the related principles in Development Economics, Agricultural Economics, Econometrics and System Science, using a combining method of qualitative analysis and quantitative analysis, taking Ezhou city, which is one of the experimental city of urban-rural integration in Hubei,as an example,the writer stresses on the analysis of the problems of evaluation and mode selection in coordinating development of urban and rural economy.Beased on the related concept explanation of coordinating development of urban and rural economy, this paper introduces a couple of typical theories of coordinating development of urban and rural economy, in addition to its meaning, characteristics, importance and essential principles;It also analyzes the advantageous environment of the coordinating development of urban and rural economy in Ezhou and its main non-coordinating expressions and causes; It constructs an index system of coordinating development of urban and rural economy; It makes an Empirical analysis on the coordinating development of urban and rural economy in Ezhou using a synthetical evaluating method of PCA-AHP.The result shows:Ezhou generally lies in a phase of primary and accelerating coordination. The main influencing factors are per capita GDP,income rate between the urban and rural inhabitants, urbanization rate,etc. The result accords with the present situation in Ezhou.While maitaining a rapid development of economy scale in the following years, Ezhou will speed up the process of urbanization, industrialization, agricultural modernization, forcefully advance the equalization of public goods and services, develop living quality and standards of urban and rural inhabitants. The writer probes on the types, characteristics and election principles of the developmental mode, and makes a concrete analysis on the general mode and subarea mode of the coordinating development of urban and rural economy in Ezhou. The writer brings forward:from the angle of whole area, Ezhou can choose a mode of dual-organization rural oriented mode. From the angle of divided area, the "one zone" area and "one axis" area can respectively choose the dual-organization balanced mode and the dual-organization rural oriented mode. From the angle of main functional region, the optimizing development zone, important development zone, and ecological protection zone in Ezhou can respectively choose the mode of dual-organization urban oriented mode, dual-organization balanced mode and dual-organization rural oriented mode. The writer also puts forward some countermeasures in advancing the coordinating development of urban and rural economy in Ezhou.From the result achieve in the research, this paper may have the following innovation: Firstly, it constructs an index system on the coordinating development of urban and rural economy. The main contributions lie in the quntitative analysis on the coordinating development of urban and rural economy from three aspects:of scale index, structural index and functional index. Secondly, It makes an Empirical analysis on the coordinating development of urban and rural economy in Ezhou using a synthetical appraising method of PCA-AHP. Thirdly, it makes a conclusion of 15 modes on the coordinating development of urban and rural economy. The main contributions lies in the classificaiton of the coordinating developmental modes of urban and rural economy from the angles of power, policy and complex mode, which strengthens the objectivity, scientificity,and feasibility of the mode selection.
