The economy and society of west regions had great progress after carrying out the strategy of developing the West regions. But there are many problems of the economy of the west regions. How to press ahead with the developing the west regions in the future has become focus of the government and scholars.This paper put forward that we must improve the viability of the west regions. We divide the viability of the west regions into three parts: growth power of regional economy, attraction power of regional economy and sustainable development of regional economy, and then we study them by empirical work.Firstly, we studied the validity of the input/output of the west regional economy from 1999 to 2005.From the result, we find that they are all not validity; it shows that the distribution of resources is incongruous and some input resources are redundant,but some output resources are not enough. From the empirical study of attraction power of west regional economy, we find that the power of attraction of the west regional economy is less than a third of the east regional economy, and the external relations of the west regional economy is bad, So it bring about that the west regional economy can't attract the resources effectively, it not only can't attract the other regional resources but also will let the west regional resources shift to other regions. We use the same DEA to study the sustainable development of west regional economy. We also find that the distribution of resources is incongruous and problems of waste resources.Finally, this paper put forward the suggestions about how to improve the viability of the west regions. These suggestions can be used as references of government and basis of theory.
