With the progress of the global economy, science and technology integration, the role of science and technology has been more and more important. The scientific and technological development became the core factor of sustainable economic development in a country or region. Science and technology also played a key role in social and economic development, and its contribution is still increasing. Technology is one of the driving forces of economic development, the degree of its development and progress are related to the developmental pace of economic and social advancement. Therefore we attempted to analysis the way to promote scientific and technological progress and improve the technological efficiency, and identify the main impact influencing science and technology input-output technical efficiency level. It will help us put forward relevant solutions and approaches to resolve problems mentioned above.Since the West development, China’s western region by virtue of its own resources, advantages and high-strength state capital injection processed a rapid economic development, at the same time an internal uneven development.This paper summarized the relevant concepts and theories of literatures, clarified the concepts of science, technology, science and technology, science and technology activities, efficiency, technical efficiency, technological progress, and introduced the methods of technical efficiency evaluation. Through a comparison between various methods, also considering that scientific and technological activities are a multi-input and multi-output complex systems, we used data envelopment analysis to evaluate and analyze the technical efficiency of scientific and technological input-output in the western region. We set the research and experimental development (R & D) personnel (people), research and experimental development (R & D) expenditures (million), the Local Financial Allocation (million) as the input indicators of science and technology, the publication of domestic science and technology papers, the production value of high-tech industry, the technology market turnover as output indicators, and based on 2010--2014 western region (except Tibet) eleven provinces’ panel data, analyzed the regional differences on the science and technology input-output technical efficiency using the CCR and BCC model. By analyzing overall efficiency, pure technical efficiency, scale efficiency, the slack variable and scale return of each unit, we founded the deficiencies of non-DEA effective region, and as a reference promoted corresponding suggestions and countermeasures for the government and relevant authorities on how to optimize the allocation of resources in the future to adjust the structure and improve the efficiency of science and technology. It will contribute to the better, faster, more stable social and economic development of the western region.
