Since the Logistics Industry Restructuring and Revitalization Plan enacted, every province have worked out details of planning and implementation. Coincidentally, Logistics Park planning has become the highest priority and important indicator of urban modernization. When the new market is hot, it brings some problems, like unreasonable planning, lack of support services, shortage of construction funds etc. As part of urban system, Logistics Park is inextricably linked with the city. This paper help planners to understand the content of Logistics Park from a system engineering point of view so as to develop a more scientific and rational planning of Logistics Park. It also can help the relevant government departments or related enterprises take timely countermeasures based on the interaction.Based on the above understanding, this paper analyzes the interaction between Logistics Park and city from the qualitative point of view to get preliminary relevant system indicators; then constructs a system model of Logistics Park and city based on system dynamics, and selects GDP, value of all the output of the three industries, logistics demand, supply capacity as the state variables of the model. Finally, this paper through the system simulation to verify the rationality and reliability of the model from the example of Ningbo Bonded Logistics Park and Ningbo city.This results show that the number of GDP, industry output value, logistics demand and supply capacity will continue to grow in the next five years. From the chart of the variables, it provides references for the relevant government departments.Government departments can also change the number of logistics costs and logistics infrastructure investment to keep the balance between Logistics Park and city.
