The enterprises operators play an important role in the business of the enterprises, which are the essence of the human resources value, and their function for the innovation by organising the resources and the formation of core competitiveness cannot be replaced by others, so it is necessary to measure and assess scientifically in the human resources management practice. However, the previous models for measurement of the human resources value are mostly based on the human resources investment, human capita and economic growth, human capita property rights and principal-agent relationship, rarely analysed about the essential factors that influence the human resources value.Based on the previous researches, this paper analyses the human capita of enterprises operators in the following aspects.Firstly, after the research on the theoretical problems of human capita value assessment, this paper found that the object of human capita pricing is the persons' capacity or character, with the target of the optimised arrangement of resources. The subject of the pricing is the market, and the evidence of the pricing should be various within the different periods.Secondly, by the research on the influential factors of human capita assessment, the paper found the basic factors and adjusted factors to the influence on human capita value assessment. The basic factors contain the standards of markets, performance of enterprises and the behaviours of business management, and the adjusted factors are consisted of systems, inspecting mechanisms, personalities and business culture.Thirdly, by the analysis on the theoretical basis of human capita value assessment of enterprises operators, the premises, hypotheses and the influential factors, this paper concluded the factors affecting the assessment of enterprises operators, and formed the index system for assessment by classification and rearrangement through the grey relation clustering analysis and factor analysis,and then built the assessment model on the base of the grey comprehensive assessment method. This model is able to provide the evidence to the assessment of human capita value within one enterprise and among many enterprises, as well as the practical methods for the practice of human resources management in enterprises.
