Currently, the large number of level operators who have uneven skill levels bring a severe test ofthe production and management for the enterprise in China. Therefore, many enterprises haveoffered a variety of professional knowledge and skills training for level operators which expects toimprove the work skills and efficiency of the level operators to solve the problems of productionand management. But, the implemented effect of various training programs is not obvious which isdue to the lack of training evaluation. Thus, the enterprise urgently needs to establish effectivetraining-effect tracking assessment system which turns training to practical application as soon aspossibly, in order to improve work skills and efficiency of the level operators and promote theprogress and development of the enterprise.By comprehensive study and analysis of questionnaire, telephone survey and literature, it showsthat the present problems which have existed in the enterprise training-effect tracking assessmentfor level operators in China, and then analyzes with theory. Then, combined with a case and study,there is a root of the problems deeply. To solve the problems, the study presents a new model oftraining-effect tracking assessment and makes a new practical program with the new model, thenhopes that there is a guidance and reference for training-effect tracking assessment of leveloperators for enterprises.The innovation of the study is that: First, there is a unique insight into the definition of the leveloperators, the division and application of learning levels. Second, there is a empirical analysis thatresearches the present problems which have existed in the enterprise training-effect trackingassessment for level operators, and a theoretical analysis with training assessment models. Third,there has a design of training-effect tracking assessment model which has a new insight ofcomprehensive assessment including two assessment aspects of process and substance, and thenanother design of practical program which provides a new training assessment perspective toenterprises.
