Human resources are the primary resource of economic and social development, and Education and training is the main way to develop human resources. In the HRM of the enterprise, Education and training of employees grows more and more concerned. But compared with the foreign, there are still many problems in the staff training of most state-owned enterprises. The reason is that their training systems are still not perfected and improved. This paper selects state-owned enterprises which pillar of national economic lifelines and master and national as study. Focused on the analysis of the existing problems, that in the employees training and policy issues of the state-owned enterprises. Paper is divided into four chapters:The first chapter is the research significance and the research background of the construction of the state-owned enterprise staff training system. This chapter describes the construction of current research and analysis of the necessity of that, in based on the background and significance of staff training system of the state-owned enterprises.Chapterâ…¡is overview of the theory about the staff training system for state-owned enterprises. This chapter outlines the strategic human resource management theory, standard theory, systematic training theory, and defines the core concepts:"state-owned enterprises", "system" "training system", which provide theoretical support for this study.The third chapter is the investigation of training system in the state-owned enterprise of Shanghai. With interview and survey, this chapter in-depth analysis of the main problems which exist in three large areas of the construction of staff training in the state-owned enterprises, include "Misunderstandings in the awareness of training in the operators", "Construction of enterprise training system is not perfect" and "not enough in inadequate government policies, regulation and control", and issues which caused these problems are interpreted by multi-dimensional and in-depth.The forth chapter is the modern system of state-owned enterprise training System. This chapter establishes a sound and perfect the system of staff training strategies and recommendations from the ideas, promote the building of state-owned enterprise training system thinking and innovation, "Strengthening the construction of state-owned enterprise training system, the formation of long-term mechanism of training" "play a leading role in the government, the state-owned enterprises to promote the scientific development of staff training"...
