Since the new century, international and domestic situation has undergone profound changes, both state-owned enterprises are faced with rare opportunities for development, is also facing serious challenges facing the further increase competitive pressures. With the increasingly fierce market competition, human resources has become its own domestic and foreign enterprises to achieve the strategic goal of a very crucial factor, especially the managers, they often received a good education and training, with advanced theoretical knowledge, a wealth of management experience, advanced and keen sense of observation, once left to the enterprises will be an immeasurable loss. According to the experience of developed countries and China's practice, the success or failure of an enterprise often depends on the management of managers. The message in today's market, intense competition in an unprecedented social, corporate governance, a growing emphasis on staff education and appreciation of their own, while also entering the study their own era, the state-owned enterprises through training, not only improve the quality of the management staff, enough to assume more enriched and more challenging work, more opportunities for growth and development, making it "self-realization" of the intrinsic needs are met, have a strong incentive for their role.In the attitude of seeking truth from facts, the author has done a great deal of basic work, the state-owned enterprises to focus on the training of management personnel. Through research, the collection of a large number of management personnel training records and the use of questionnaires, interviews and field research and other investigative techniques to gather additional information for the corresponding analysis of the existing training system of state-owned enterprises deficiencies and problems in an objective, depth study in order to form a basic idea of this article, and the use of relevant training theory, combined with the actual situation of state-owned enterprises and its immediate and long-term development strategy, raised the question of how to create a state-owned enterprises in the match with the modern management training system, training system of state-owned enterprises in order to fill the defect. In this paper the construction of HaiQing Group, HaiQing Group on human resources and training system to conduct in-depth analysis, training system for mining the existence of its many problems, the use of scientific techniques and methods, the existing training system to optimize the design in order to explore ways to HaiQing Group on behalf of the state-owned enterprises for the establishment of a competitive, motivating and training system.
