Development And Enlightenment Of The Private Economic Policy Of The Party Since The Foundation Of The State

How to know and treat private economy correctly is a significantlytheoretical and practical question which puzzles the Communist Party of China for along time. Since the new China founded, the understanding of our party of the privateeconomy had experienced a "approve-negate-approve" process. We had muchsuccessful experience and painful lesson. The history of the foundation of the nationindicated, when our party understand and treat private economy correctly, the economydevelops, the society is stable; Otherwise, the development of economy suffersdestruction and loss, social stability can suffer the bad influence, even down to turmoil.Therefore, learning from history, combing evolution of the private economic policyearnestly, analysing the reason of fault thoroughly and summarizing experience is animportant theoretical and practical significance, which can benefit us to deeplyunderstand and adhere to the basic economic system of the primary stage of socialismconsciously and work out correct private economic policy to accelerate realization ofsocialism modernization.It is the reason and the goal that the article writes. This articledivides three parts:As the beginning of analysis, the first part combs the historical path of the privateeconomic policy since the foundation of the state comprehensively andsystematically, it divides into three stages:in the national economy resumed period, theparty adopted using and limiting policy on the basis of affirming private economy.Private economy experienced a transient golden period and national economy resumedrapidly; From putting forward general line of the transition period of 1953 to 1976, theparty mainly adopted the gradual eliminating policy on the foundation of denyingduring this period. Influenced by the thought of "left" and judged the internationalsituation wrongly, the private economic policy sank deeper and deeper in the wrongdirection since 1958, brought serious negative influence to the development ofproductivity; The third stage is holding from Session of the Eleventh Central committeeof the CPC in 1978 to the 16th National Congress, the party adopted encouragement,guide and support policy to private economy on the basis of affirming again. Non-publiceconomy has realized the deep changes from dissociating from system to inlaying in the system finally, it has become the important component of socialist market economy. Thehistorical break-through in private economic theory and policy of the party makes thedevelopment of private economy and the whole China's economy has an unprecedentedgreat period.The second part dissects profoundly why private economic policy is complicatedand changeable: understood Marxism theory wrongly for a long time, and the correctpolicy of private economy before and after new China was changed; judged the socialprincipal contradiction of our country and the central task wrongly; Ignored the decisiveaction of productivity, put more emphasis on the function of relations of production andsuperstructurture; the understanding of capitalism fell into the mistaken idea, set thesocialism and capitalism against absolutely.Finally, the article promulgates the private economic policy experience profoundly,which has many important realistic enlightenment for us to know existence of therationality of private economy and to utilize capitalist to build socialism better:must treat Marxism scientifically, and it is a scientific theory which need furtherinvestigating in practice, using scientifically and developing; must know the nationalconditions correctly. It is primary prerequisite for making the correct private economicpolicy; must adhere to the productivity standard, the formulation of the privateeconomic policy must be based on the foundation of productivity; must fully realize therationality of private economy exists. Private economy is the indispensable componentof the socialist market economy, it has natural connections with market economy.Meanwhile, there are close relations between private economy and public-ownedeconomy; must strengthen further study on how to utilize capitalism to build thesocialist and make use of the great development of private economy to create socialistfactor to accelerate the historical process of the socialist modernization.
