Seventeenth Communist Party of China clear that "Continue to take developing modern agriculture and the prosperity of the rural economy as a primary task" and "Agricultural modernization with Chinese characteristics" ", that is the direction of agricultural development to our country, which is primary industry of the national economy. Finance is the core of modern economy and there has been high hopes for the financial support of the development of agriculture in theoretical. Zhangye city which agricultural population accounts for 65.5% proposed to establish a modern agricultural city in the "twelfth five " first year. It is increasing urgency for adjusting economic structure and promoting economic growth mode, How to develop modern agriculture by financial is the important issues that governments at all levels need to analyze and solve rapidly.This research starts the analysis of modern agriculture and rural finance theory, through evaluation the development of modern agriculture in Zhangye city and the empirical analysis of modern agricultural development by financial supporting, explores main issues that the constraints and problems of financial supporting for modern agricultural development, and then, on based of perfecting rural financial mechanism, trying to make targeted and feasible suggestions and provide new ideas for the financial support of the modern agriculture in Zhangye city.This research have four parts. The first part is literature review of the modern agricultural development support by financial. The second part is the empirical analysis of financial support for modern agricultural development in Zhangye city. The third part is the reference of abroad experience of financial support for the development of modern agriculture. The fourth part put forward suggestions which include perfect financial organization system construction. the interaction of financial and modern agricultural projects, the innovation of mortgage and security model, support the land transfer appropriate scale, etc.
