To develop the rural economy, increase the farmers' income and promote the agricultural industrial structure adjustment, agricultural industrialization is an effective way. Shanxi province is located in the central part of our country. Approximately, there are 27 million rural populations in Shanxi province, accounting for seventy percent of the total population. Therefore, Shanxi is a less- developed province which has a relatively backward economy and culture plus a deep poverty level. At present, Shanxi is during an economic transition stage which is featured with the developing rural economy and the expanding of the scale of agricultural industrialization. However, the development of the agricultural industrialization is hampered because of the low labor production skills and the lack of professional guidance and training in understanding and technology. Improving farmers' technological and cultural qualities can only rely on the education. Therefore, it is important to develop the rural vocational education, cultivate high-quality rural labor force and technical person; only in this way can we realize the agricultural industrialization.This paper uses empirical analysis method to explain that the current rural vocational education training mode and teaching management system can not adapt to the development of the rural economy and the reason why farmers' quality is not improved; at the same time, it analyses the backward enterprise management because of the low farmer quality in the agricultural development; the paper uses normative analysis method to demonstrate that the development of rural vocational education is beneficial to the improvement of rural labor's quality. Meanwhile, this paper analyzed the function of rural vocational education in the industrialization of agriculture by the theory of scale and human capital theories from the educational perspective; it demonstrate that the development of rural vocational education, the improvement of rural labor structure and scientific and cultural quality of farmers is helpful to the development of agricultural industrialization. Finally, this paper presents strategies and methods to develop rural vocational education and promote the development of agricultural industrialization in Shanxi, these practices are not only theoretical innovations but also industry structure innovations. This study will provide reference and help to the development of rural vocational education of Shanxi in the future.
