With the development of urban construction, there are more and more rubbish ,it has great impact on citizens life, so it is essential to deal with the dirt resources. This thesis discuss about the economic and social benefits of the urban power network renovation. It makes up a system to evaluate and analyze the TAIYUAN urban rubbish-deal system. At last, it draws up a conclusion to the plan and gives some suggestion to improve this situation. The thesis uses the quotas system to evaluate technologic and economic effect.
