Evaluation research of the project is the scientific argument for the analysis of techniques and economy for the project before the decision making for investment. The thesis focuses on analyzing effect on environment, energy saving, financial benefit, economic benefit, and social benefit of TB project, and fuzzy comprehensive evaluation is made based on the model, so as to provide argument for decision making for the project.Firstly, research background is analyzed, on the basis of which, research argument and current situation for the project is expatiated, then, the mainly research content, research method is proposed, and the map of the paper is also constructed. Evaluation research is defined, the roll of it is analyzed, the mainly content of it is argued, and procedure and argument of evaluation research are proposed, present evaluation theory and method is analyzed. effect on eco-environment of the project is proposed, according to national energy using standard and energy saving efficiency, energy saving measures and effect of which are analyzed. What is more, financial benefit, economic benefit, and social benefit of TB project is analyzed. According to the principle and method of index confirmation, the comprehensive evaluation index system is proposed, and based on fuzzy comprehensive evaluation method, comprehensive evaluation method of TB project is presented, and procedure of which is also proposed. On the basis of all of above, case study is made on comprehensive evaluation of TB project by using fuzzy comprehensive evaluation method, to illustrate the application of the method, and also validate comprehensive evaluation index system and method are more scientific and applicable, Finally, the thesis is summarized, application foreground is analyzed, and future study of the thesis is also proposed.
