Study On The Empricial Analysis And Proposal Of The Investment Environment In Hebei Province

With the trend of the world economic integration growing and the international economic life deeping.The economic ties between countries are no longer concentrating in traditional areas of circulation but expand quikly in the production areas. We know the economic ties is based on the previous simple commodity exchange that are no longer fit in the development of modern society,the configuration of combinate production factors instead of the previous simple commodity economic ties . In the world the most active and interesting economic behavior is the international movement of capital. Afther the Eleventh Central Committee of the Communist Party of China the third plenary meeting as China's reform and opening to the world , Attracted more and more foreign investment in China one after another. Now, attracted investment is an important measure of economic development in every provinces.HeBei as a large ecomomic province, the tend of foreign investment is rising.But compare with other economic developed province,the number of the foreign investment is less than others.so, this article about the investment environment in Hebei Province to promote has its economic development is of great theoretical and practical significance: in the theory,the artcle provides new research methods of Investment environment for the evaluation;in the real sense, the artcle hopes to improve the environment for foreign investment in Hebei Province,in order to attract more foreign investment and provide some valuable materials for promoting economic development in Hebei Province. This article has two main studying methods, the first method is the macro analysis and micro analysis method of combining, In the Macro, the article compares nearly five years of investment in Hebei Province environmental conditions, And compared Hebei Province with other eastern provinces factors that affecting the comparative analysis of foreign investment.In the Micro, the article conpares the 11 cities(Shijiazhuang,Tangshan,Langfang,Baoding,Qinghuangdao,Cangzhou,Hengshui,Xingtai,Chengde,Handan,Zhangjiakou) in Hebei Province in the investment environment to do comparative analysis of many factors. The other is the qualitative analysis and quantitative analysis methods combining. In the qualitative analysis, We have established including economic development, environmental infrastructure, social and public environment, natural environment the effect of four foreign investment evaluation factors in Hebei province. This qualitative analysis provides a theoretical basis for quantitative analysis (empirical test). In the quantitative analysis, using factor analysis makes cmparative analysis foreign investment envirnoment in Hebei ,as well as using classifying analysis. Qualitative analysis provides empirical data for quantitative analysis, so Qualitative analysis test the scientific standards better.The first part, we will give a simple review of the investment environment research,and summarize the concept, elements, basic features, classification of the investment environment and international investment theory.The second part, we will construct the evaluation index system of regional investment environment, on the basis of the investment environment evaluation index system of setting principles and evaluation standard.By introducing the basic status of the investment environment in Hebei Province, and the specific content of environment for foreign investment of the evaluation of Hebei Province are introduced, We can build the foreign investment environment index system and analysis it by factor analysis method. First, We will give a lateral comparison of the investment environment every city in Hebei Province,and try to find out the reason of a huge gap within the city's investment environment. We also find out the factors restrict each city unbalanced development about investment environment. Then,we will give a vertical comparison about the investment environment in Hebei Province in the past five years. We alos provide the generalization of the investment environment trends in the past five years in Hebei Province.Finally, we will make a horizontal contrast of the investment environment between Hebei Province with nine provinces in the east China,to find out the reasons that affect the growth of the total foreign investment and the factors of hindering the investment environment advantage of Hebei Province.In the third part, We use the method of cluster to analysis the investment environment for 11 cities in our province.And we divided it into 5 types:Investment environment of comprehensive strength, Particularity investment environment, Investment environment of equilibrium ability, Export-oriented type investment environment, Investment environment of weak foundation. According to the research, we will propose the countermeasures to optimize the investment environment, recommendations and optimize the investment environment in different types of concrete plan On the whole of Hebei Province in the fourth part. These measures will promote economic development in Hebei Province, providing some valuable materials. At last,we hope this paper can provide a little valuable materials for the research of promoting the economy development of Hebei Province.
