The Role Set Analysis Of German Government In Favor Of The Development Of Logistics Park

The logistics industry has become the basis of the national economy, which is regarded as "the third profit source" and has attracted extensive attention all over the world. As an innovative logistics node, the logistics park is of great importance in the developing process of logistics industry. It changes the traditional logistics service by way of industrial cluster and optimal resources allocation, which plays an important role in saving land resources, decreasing operation cost, alleviating the pressure of environment pollution, improving municipal traffic and promoting regional economic development.As one of the best case in Europe and even in the world, the construction of the logistics park in Germany takes the leading position. The strong support from the government is the key for the successful development of the logistics park. The role set of the government not only leads the direction of the logistics park, but also pushes the development of the logistics park. The government supervision and control,independent marketization operation of enterprise, perfect infrastructure, advanced logistics equipment and technology are the successful factors in the development of logistics parks in Germany. All these tell us that the government plays a core position in the development of the logistics park in Germany.The construction of the logistics parks in China is in high enthusiasm now. However, the logistics parks started late in China and was in defect of supervision and management. Many problems are exposed in the process of the logistics park such as the lack of systemic plan and high vacancy rate. The development of the logistics park will be restrained unless better solution is proposed to enhance the competitiveness of the logistics park. Otherwise, it will affect the rapid development of the logistics and national economy. It is worthy of studying the advanced experiences of modern logistics park in German. In particular, the role set of the German government and its pushing effect in the development of the logistics park provides us lots of valuable experiences. So, it is of great importance to study the role set from the perspective of government in order to promote the competitiveness of logistics park in China.Based on above analysis, we focus on the development of the logistics park in Germany in view of the government's perspective. In Chapter 1, we address the research literature and the limitations about the logistics park. In Chapter 2, by surveying the basic theory on the logistics park, such as the industry cluster, modern logistics theory, regional logistics theory, the theory of third party logistics and supply chain theory, we identify the important role of the logistics park in the development of modern logistics system as well as the objective necessity of the research on the logistics parks. In Chapter 3, after studying the rise and development of German logistics parks, we analyze the characteristics of the logistics park in Germany. By way of a case study of Germany-Bremen Logistics Park, some effective and efficient actions proposed by German government to support the development of the logistics park are presented. In Chapter 4, we first study the development of the logistics park in China, and then investigate the exposed questions in details. Based on the development experience of the logistics park in Germany, some valuable reference and revelation are addressed in Chapter 5. We conclude the thesis in Chapter 6 with summary of the work and limitations of the study as well as the outlook for further research.
