Study On Transfer Surplus Rural Labor Force In Dashiqiao City

The issues concerning agriculture, countryside and farmers is a fundamental issues must be to work out about mordern costruction in our country.The core of issues concerning agriculture, countryside and farmers is peasants' income, the translation of the extra-labour power in rural is a convenient transportation about improving rural economy booming and raising the peasants' income,which is the key to build a well-off society in an all-round way, apply the scientific outlook on development and solve the pronlem of the issues concerning agriculture, countryside and farmers. It is an inevitable requirement of the development of society and economics which symbolized social progress in China. With the rapid development of township enterprises, increasing awareness of the rural labor force and the government's encouraging policies, Dashiqiao municipal government achieved initially effective rural surplus labor transfer by skills training projects, speeding up the development of small towns, local transfer and off-site transfer models. But because of restricted factors such as the policies and the differences between regional development and urban-rural life, there are still some problems in the transfer:poor overall quality of the rural labor force; transfer services agency's lag, lack of effective guidance, and spontaneity and blindness when transfers happened.If these problems are not solved promptly addressed, that would not only affect the steady growth of farmers income, but also the overall rural economy and even the long-term macro-economic development. Therefore, this paper based on the exsisting results both at home and abroad, under the premise of a deep understanding of the specific situation of rural surplus labor, combining economic and social operating mechanisms, focusing on the existing constraints and key issues, put forward following measures:speeding up the reforms of the current household registration management system, setting up a sound social security system; raising rural surplus labor force's employment entrepreneurship awareness; developing town economics, broadenning the channels of employment; speeding up the urbanization process; adjusting of rural industrial structure; improving the social service system; improving the overall quality of labor force; strengthening vocational education and labor exporting efforts; improving the ability of migrant workers.This paper was consists of seven parts:Chapter one:research purposes, meaning, objectives, content, methods and theories of the dissertation;Chapter two:domestic and foreign related the transfer of surplus rural labor theory discussion.
