System Analysis Of Technology Innovation In Medium-sized Enterprises In Shandong Province

Because of the impact produced by knowledge economy competition, the technology innovation activities-research has been the essential choice of enterprises to realize their sustainable development.Accoding to the achievement in economy in Shandong Province,technology innovation is playing a decisive role in the ecnomic development in the province. However, due to the restricts caused by various factors, there are still many problems in funds, personnels and resource utilization and many other aspects.This paper is to solve these problems by using systems analying methods.Systems such as Government Systems, Market System and Property Right System are considered,and on the base of the former discuss,measures to improve technology innovation are proposed later in the paper.Issues to be addressed in this paper includs: constraints that restricts technology innovation development; the system factors in the constraints; Optimization in technology innovation caused by system innovation. With these questions,this paper discusses the theoretical relationship between the system innovation and technology innovation, analyzes the status of technology innovation of large and medium-sized enterprises in Shandong Province,and by analyzing process of technology innovation, this paper points out the substantive impact of institutional arrangements and system innovation on the process,and finally proposes suggestions to promote its develement.From an overall perspective,this paper includes three parts:in the first part,it summarizes the research background of the paper and the significance of shandong province promoting technology development and system innovation, it illustrates the relevant theories about enterprises technology innovation and system arrangement, and then the relationship between them. On the basis of the first part, the second part illustrates the evolution of system innovation and technology innovation in Shandong Province.It analyzes the status of technology innovation of large and medium-sized enterprises in Shandong Province,it aslo makes inter-provincial comparison and national average level comparison, summarizes the problems and constraints and trys to solve them by using Systm Analying Method.The last part trys to put system innovition into technology innonvinon -evaluation system, and will propose recommendations to promot technology innovation development in Shandong Province.Conclusions of this paper are as followings:(1)The concept of enterprise in teconology innovation needs to be updated. According to the preliminary data analysis which acquired through the survey,we can find that, although the government and entrepreneurs put forward many strategic arrangements such as innovation project, innovation system establishment and enterprises being innovation principal part opinon,they are not fully aware of their functions in promoting technology innovation, and they have not incorporated themselves into the system building.As a result, government should play the leading role in the system building and entrepreneurs should have long-term view.(2) On the basis of the analys of Institutional change and medium-sized enterprises technologyl innovation evolution in Shandong Province,we know that the whole process of enterprise technology innovation includes: innovation motive analysis, innovation strategy, innovation inputs and outputs, innovation achievements demonstration and innovation capability evaluation,and technology innovation diffusion.This paper trys to build a complete technological innovation system.(3) Institutional innovation is the essential factor in promoting technology innovation developement,it aslo promot enterprises-management-innovation evolvement and economic development.Therefore,it is necessary and urgent to carry out system reform.(4) Government need to further reflect on the fitness of the policies, especially the completeness and systematic of the policy; Enterprises need to cultivate long-term view in order to improve the enterprise technology innovation system and enhance innovatoon ability.
