Research On The Policy For Scientific And Technical Personnel During The Early Stage Since The Foundation Of P.R.C

Scientific and technical personnel is the key to science and technology development. The development of scientific and technical personnel requires a comprehensive and effective policy system. In the early years of new China, the level of scientific and technical is very backward , Incomplete subjects and serious shortage of scientific and technical personnel can not meet the needs of industrial construction. The communist party of China and the leaders of Chinese government recognized the importance of scientific and technical personnel, they formulated and implemented a series of policies for the scientific and technical personnel, including training, appointment, motivation, etc. and achieved great results in a short time. The purpose of this paper is to analyze the policies for the scientific and technical personnel in the period of 1949-1966, summary the characteristics and effectiveness of these policies, learn the experiences and lessons. In this paper, at first give a Introduction about the background of these policies, including the political and economic situation at home and abroad, and the state of scientific research in china. In the end, summary the characteristics and effectiveness of these policies in the period of 1949-1966, and learn the experiences for the mechanism of scientific and technical personnel construction at present.
