From"Eleventh Five-Year"to"Tenth Five-Year",the contribution-rate of agricultural scientific and technological progress of Fujian,which is not the most important driving force for agricultural development. And comparing with the developed countries or regions, the contribution-rate of Fujian does have much room for improving.According to the author'study,finding that the possible reasons for the low contribution-rate including:the weak link between the upstream and downstream of agricultural technology innovation chain,the inefficiency of resources integration management within various stages of the innovation chain. Therefore,the paper makes a in-depth analysis on the factors and its function mechanism of the operational efficiency of agricultural Science and Technology innovation chain in Fujian,and on this basis, proposing the integration management measures of agricultural Science and Technology innovation chain in Fujian.The paper consists of six parts:The first part is introductory.It presents the study background,study significance,study content,study methods,technology routes and possible innovation.The second part is the literature review.The result shows that:currently few scholars researched the root cause of the poor agricultural technology innovation and low innovation performance, few scholars made empirical study on the factors and its function mechanism of the operational efficiency of agricultural science and technology innovation chain.The third part is the research design.According to the chain-linked model of technology innovation, the paper divides the agricultural science and technology innovation chain into research stage,demonstration stage,promotion-industrialization stage and environment for innovation.It designs the six variables measuring the operational efficiency of agricultural science and technology innovation chain and the 40 potential factors ,then designs the questionnaire and collectes data.The fourth part is the identification of the key factors affecting the operational efficiency of agricultural science and technology innovation chain. The result shows that: adequacy of agricultural research institutions,rationality of formation mechanism for Agricultural science and technology R & D project approval,number of authorized patents in agricultural science and technology and other 19 factors have significant role in promoting the operational efficiency of agricultural science and technology innovation chain. The fifth part is the analysis of the function mechanism of the key efficiency of agricultural science and technology innovation chain. The result shows that: agricultural science and technology innovation environment have significant direct effection to R&D capabilities,promotion-industrialization capabilities and the operational efficiency of agricultural science and technology innovation chain; demonstration capabilities and promotion-industrialization capabilities have significant direct effection to the R&D capabilities and the operational efficiency of agricultural science and technology innovation chain; promotion-industrialization capabilities have no significant direct affection to demonstration capabilities.The sixth part is the integration management measures of agricultural Science and Technology innovation chain in Fujian. Basing on the conclusions of Part IV and Part V, under the guidance of interrelated theories, it proposes the integration management measures of research stage,demonstration stage,promotion-industrialization stage and environment for innovation, and the effective measures for linking the various stages.
