Along with the progress of information technology application in tobacco industry, MES as a new model for production & management, has been wildly applied and has generated great contribution in fields such as controlling loss, reducing cost and improving quality. The application of MES, followed the development of knowledge and informational economy, pushed by market competitions, is turning the manufacture model of tobacco industry from traditional to agile, flexible and accurate style. Nowadays, confronting complex production procedure, various types of device components, precise manufacture streamline, rigid quality requirement, etc, the application of MES in tobacco industry has almost become the tendency.However, due to the late emerging time and the requirement of ERP integration, currently in academic area, there isn't research about the performance evaluation focusing on MES. In practical enterprises operations, current stage of MES performance evaluation method is based on limited financial indices, while disadvantages of it leads to irregular and unscientific performance evaluation which undermines its value of reference.In the background that MES has been wildly applied in tobacco industry and that the successful ratio of MES deployment is generally low, a suitable MES performance evaluation method is direction-pointing for its deployment. This paper analyzed basic model of application for MES in tobacco industry based on Michael E Porter's value chain theory, pointed out its general "primary activities" and "support activities", and established indices for MES performance evaluation. Meanwhile, with referenced to relevant theories in enterprise performance evaluation and methodologies in enterprise IT deployment performance evaluation, based on "balanced score card", this paper provided opinions and hopefully consideration reference in MES performance evaluation in tobacco enterprises.
