A Study On The Performance Evaluation Model For The Tobacco Industry Diversified Enterprises In China

Performance evaluation is a very important problem in any economic organization. With the development and perfection of the socialist market economic system and the establishment and standardization of the modern enterprise system, how to evaluate enterprise performance is a more urgent problem. Now, how to make the enterprise performance evaluation more scientific, reasonable and fair is being discussed in government departments, the theoretical researchers and the business companies. The extant performance evaluation model for the diversified enterprises of tobacco industry in China couldn't meet with the development of enterprises, so it is urgent to reform the extant model. However, it is difficult to find some articles discussing this kind of reform on tobacco industry. Therefore, it is necessary to this problem.This paper is focused on the innovation of the performance evaluation model for the tobacco industry diversified enterprises in China. First of all, the paper narrates some related concepts about enterprise performance evaluation, reviews the development of the performance evaluation theory in the western countries and China, and gets some enlightenments by the comparison of the development for the following discussions. Secondly, this paper discusses a few popular performance evaluation models, such as Economic Value Added(EVA), Balanced Score Card(BSC),and the State-owned Capital Performance Evaluation Model; and can obtain some useful methods from those models. Then, the paper presents suggestions about organic integration of the models. Thirdly, the paper provide introduction about the developing history and diversification situations in the tobacco industry of China, and find out some problems in the extant performance evaluation model in the typical case. Finally, by referring to the typical case, the paper learns from the popular performance evaluation models to put forward some suggestions for improvement of the extant evaluation model.There are some contributions in this paper:(l)to disclose some main problems in the performance evaluation model for the diversified enterprises of tobacco industry in China;(2) to introduce BSC and EVA to the improved performance evaluation model;(3) combining with the development of the tobacco industry diversified enterprises in China and referring to the State-owned Capital Performance Evaluation Model, to bring out some corresponding suggestions to improve the extant performance evaluation for the diversified enterprises of tobacco industry in China.
