The Medium-to-long-term Talent Development Project Outline in Xinjiang (2010-2020) has explicitly pointed out that the development of Xinjiang should depend more on human resources, especially depend on talent resources. We should lay stress on the talent development of some key areas and promote a coordinated development of regional talents, so as to innovate and optimize the mechanism and environment of talent development and accelerate the cultivation of special agriculture and maintenance the foundation stability as well as the elite of minority group. This shows that the construction and development in Xinjiang is a tough task. Because while constantly increasing the intensity in policy, funding and technology, we have to attach important to the development and utilization of human resources. Proceeding from realities of Xinjiang, taking the special condition of the people, society and district and focusing on the major issues of human resources development in Xinjiang, this dissertation systemically analyzed and discussed the present condition of the human resources in Xinjiang, the human resources level and supply-demand prediction in every prefecture, as well as the achievements and existing problem of human resources development, so as to tentatively put forward a number of suggestions for reference and practical application.Chapter one, presents a literature review on the relational concepts and the theory of human resources in domestic and abroad, forming a theoretical groundwork for the suggestion of back.Chapter two, start from the regional situation in Xinjiang. Strive to fully understand and grasp the situation of human resources, detailed analysis of quantity, quality and structural features of human resources.Chapter three, on the basis of reality of human resources development, using Principal Components Analysis and Cluster Analysis empirical analysis the human resources level and supply-demand prediction in next eight years of Xinjiang.Chapter four, on the basis of the analysis of first two chapters, summarizes the main achievements and existing problem of the human resources development in Xinjiang.Chapter five, give some targeted suggestion for the difficulties that the present human resources development faces to. For example, control population growth, increasing health care investment; strengthen the investment in basic education and vocational education; vigorously promote the process of urbanization; accelerate the training of local talent and attract outside talent; encourage enterprises to participate in human resources development.
