Based on domestic and foreign relevant theory of human resources and economic development,this paper summarizes research results of the human resource of Karakax County. From the perspective of coordinated development of county and building a well-off society,the research is built on catching up and implementation of Karakax County leapfrog development.In order to promote the research on human resources development in minority areas, the paper makes use of different research methods, such as literature, field survey, combination of theoretical research and field research,and combination of qualitative analysis and quantitative analysis to depict human resources status, problems and countermeasures of actual situation in Karakax County.Firstly,this paper defines the concept of human resources and elaborates the research background,significance and purpose.On the one hand, the paper reviews the related theory of human resource development research at home and abroad. On the other hand,the research retails present situation of human resources in six teams and nine important areas of Karakax County through empirical investigation. Finally,it is the countermeasures and suggestions to solve a series of existence problems described of human resources development in Karakax County.The study mentioned in this paper makes a preliminary exploration on the development of human resources with ethnic characteristics and offers a certain reference for the development of human resources in other ethnic minority areas. In addition, it is helpful to enrich and develop human resources development theory of other ethnic minority areas in western China.
