Study On The Evaluation System Of Road Transportation Structure Adjustment Performance

Structure question throughout the various areas of economic and social development and it is a core element of economic and social development. It has long been the focused by people. Road transportation is the most important part of transportation system, and it played an important based role for the entire transportation industry as well as economic and social development. Therefore, the road transportation structure should be adjusted dynamically, not only to adapt to its own development, but also to adapt to the development of the transportation industry and to economic and social development. Unprecedented in road transport development of China, the work of road transportation structure adjustment has also been a corresponding emphasis, especially over the past decade, the performance of road transportation structure adjustment is particularly outstanding. But due to the contents of road transportation structure adjustment include relatively numerous which lead to that in appraising the performance of road transportation adjustment, people can not give out a complete and universally acceptable conclusion. It is also difficult for knowing the current status of road transportation structure and planning the next phase of road transportation structure adjustment. This is mainly because there is not a sound performance evaluation system of road transportation structure adjustment and recognized evaluation standards.Based on this, this paper take the use of the performance evaluation system of road transportation structure as the research content, with industrial economics, transportation economics, transportation organization, management, systems science, management science and many other subjects related to theory. By carding the existing home and abroad sort of theory and results, present research idea of this paper. Through researching on the basic theory of performance evaluation of road transportation adjustment, clear the mechanism of the evaluation system, the structure, and give out the evaluation standard. After in-depth analyzing the mechanism of the index system of performance evaluation of road transportation structure, this paper analyze the target of performance evaluation of road transportation structure adjustment, the index system construction principles and influencing factors. And then build the performance evaluation system of road transportation structure adjustment. After comparing the existing evaluation methods, with the characteristics of road transportation structural adjustment, choosing to use the AHP method to analyze hierarchy, and use the CRITIC method to calculate the weight, and basing on gray correlation analysis, use the gray comprehensive evaluation method to go through performance comprehensive evaluation.A case study of four years of 2006-2009, in Shaanxi Province, the instance of the performance analyze the road transportation structure adjustment, the conclusion generally consistent with the status of Shaanxi Province, verify the application of research results and the theoretical value. In the final, this paper summarized the main research results, innovation and the need for further research.
