Based On The Road Passenger Transportation BSC Performance Evaluation Research

With the economic globalization and China's rapid economic growth, China's road passenger transport also presented vigorous development. According to statistics, by the end of 2009, China's passenger volume reached 297.69 million person-times,277.91 million person-times for the road transport, accounting for 93.35%. From 1990 to 2009, road passenger transport volume accounted for more than 80% among the whole civil passenger transport, and above 45% for passenger turnover. The above data shows road passenger transport is the most extensive and bears the largest volume among all the transport modes. It plays an very important part in civil passenger system.However, civil road passenger transport also faces various challenges, both internal and external challenges, or request for upgrade itself. All these need to establish a scientific and reasonable performance appraisal system for the development of road passenger transport. Therefore, based on comprehensive comparison of three most representative meaning of performance appraisal system, the paper takes BSC to establish performance appraisal index system for the road passenger transport, selecting appraisal index from three kinds which are efficiency, performance and externality, thus establish a new set of performance appraisal index system. In addition, after analyzing several kinds of typical appraisal methods, for qualitative indexes, the paper adopts the fuzzy comprehensive appraisal method with index weight, and for quantitative indexes, the paper adopts the method of factor analysis to make empirical research on the road passenger transport performance in Jiangxi Province by SPSS18.0, and make qualitative discussion on the result.
