Business Incubator Development Policy Analysis And Research

Business Incubator is a new style of economic organization which was produced in US in 1950s. The first Business Incubator in our country was established in 1987. It played an important role in our society economic development during last 23 years because it made huge contribution to improve the quality of Chinese small and medium enterprises (SIMs) and cultivated high-tech intelligence. Business Incubator already becomes irreplaceable carrier during the innovation-oriented developing process. China already became a big Business Incubator country in the world, and the most important problem we faced today is how to transfer all the Business Incubators in our country from a big quantity to high quality.Business Incubator is a concept from the west world, but played an important role in speeding the development of small companies which is key mission in Eleven Five Year Plan. Science and technology workers in China made corresponding adjustment and innovation on the connotation and operation mode of Chinese Business Incubator.This paper focuses on which role the Chinese government plays in Business Incubator's development on the analysis of Business Incubator in Xi'an. In the beginning of the developing period, local government should give the Incubator strong supporting by positive intervention. But after the first establishing and developing period, government's master location will be the biggest obstacle for a mature Business Incubator. So this paper put forward that the Business Incubator should put itself totally to the market and operation under market rule instead of government guide and management. This paper analysis development of Xi'an's Business Incubator and put forward the dilemmas and reasons, and also give the corresponding measure and policy.
