The Research Of Interaction Mechanism Between Rural Urbanization And Rural-urban Co-ordination In Ningbo

This paper is based on researching urban-rural co-ordination, through accessing to a large number of literature, specifying topics of research,it identifies research content and technical routes.On the basis of absorbing a wide range of previous research results and making Ningbo city as the study sample, with the statistical data in nearly 20 years, this paper reviews the development process, achievements and problems of the urbanization and urban-rural co-ordination respectively.By the way of coupling and coupling of research methods, through analyzing qualitatively and evaluating quantitatively the interdependence and synergy between rural urbanization and rural-urban co-ordination,this paper reveals the intrinsic link between them and the mechanisms for interaction.Rural Urbanization is an effective way and practical means of co-ordinating urban-rural development,and is also the foothold and focus of the"city with a rural"strategy. In the past 20 years of Ningbo City,the development goal of rural urbanization and rural-urban co-ordination was not consist ,so it has gone through three different historical phases:(1) the initial stage (1988-1995), with the formation of small towns in where the township enterprises emerged suddenly, these small towns did not fully complied with the city functions. Due to lack of effective guidance of plan and insufficient capital investment, infrastructure in small towns were not perfect and they had the shortages of industrial convergence, many quantity, small size, poor concentration effects and radiation functions.(2) antagonist phase (1996-2000),with the rapid development of the rural urbanization, the township policy guidance for the development of the main body made the blind expansion of the small size cities and towns,leading to the waste of land,capital and so on,and the serious capital rural ecological environment damage. The gap between urban and rural areas was further, the balance of urban-rural development was short-term limited.(3) collaborative phase (2001 to date),improve the urban master plan as the pilot in order to the co-ordination of urban and rural facilities, industrial, population distribution; in order to deepen the reforms in urban and rural areas as a driving force to co-ordinate elements of urban and rural resource allocation; in order to improve the public finances structure as the supporter, co-ordinate urban and rural social security system construction and social undertakings development, promote urban-rural integration and urban-rural prosperity, form a new pattern called"unified system, planning co-ordination, shared resources,shared interests"in the development of urban-rural integration initially.To achieve the development goals from urban-rural co-ordination to urban-rural integration,it is time for increasing the degree of coupling between rural urbanization and urban-rural correlation, strengthening the response mechanism of urban-rural co-ordination to rural urbanization. Make small towns as the effective carrier,which can play the leading role of accumulating, diffusing, radiating the rural areas,in order to realize benign co-ordinated interaction between rural urbanization and urban-rural co-ordination.
