Study On The Influence Of Knowledge Capital Upon Regional Innovation Capability

For nearly a decade, with the releasing of a series of important policies, strengthening self-directed innovation capability construction and including building an innovation-oriented country, the regional innovation capability attracts more and more attention. To improve the regional innovation capability, we should attach great importance to the vital role that the intellectual capital as a representative of the intangible assets plays. At the same time, on the basis of taking full consideration about resources, geography, economic and social conditions in the intra-region and the development environment, opportunity in the outside area, we should focus on the investigation of the improvement of the regional innovation capability in terms of intellectual capital.In this research background, on the basis of the past research, we defined the related concepts and category of knowledge capital and regional innovation capability, and proposed the evaluation index system of knowledge capital and regional innovation capability. Our thesis was launched describing the relationship between knowledge capital and the regional innovation capability, and analyzing the influence that knowledge capital had on regional innovation capability. We selected the relevant data of knowledge capital and regional innovation capability in Shandong province during 1999-2008, and then applied the factor analysis method and SPSS13.0 to estimate human capital, relationship capital, structure capital and regional innovation capability respectively. Through the evaluation, we figured out the scores of regional human capital, regional relationship capital and regional structure capital. Adding up the three the evaluation score of regional knowledge capital in Shandong province are got. Similarly, the same method to calculate the evaluation score of regional innovation capability of Shandong province to be used, and analyzed the influence that knowledge capital had on regional innovation capability quantitatively through the correlation analysis and regression analysis. We expected to figure out the relationship between the two on the basis of theory qualitative analysis and empirical quantitative analysis to provide the theory basis for the formulation of preferential policies of regional innovation capability in terms of the knowledge capital.The research suggests that a positive correlation exists among the various elements of knowledge capital and the regional innovation capability; yet the contributions that each element makes are different. In terms of the correlation strength, capital structure is the strongest, followed by human capital, with relationship capital coming last; in terms of the entire knowledge capital, various factors of intellectual capital make positive direct contributions to regional innovation capability. Thus the increase of various constituents of intellectual capital will lead to the improvement of regional innovation capability. In such a context, relevant departments should pay attention to, and base the decision-making on the strength of influences that knowledge capital and its various factors have on the regional innovation capability, and try out best to gain the maximum benefits with the minimum cost.
