As a new form of tourism, rural tourism is growing very rapidly in China. The 17th CPC National Congress states that the development of Agritourism and Rural Tourism is a significant measure of expanding modern agriculture with Chinese characteristics and building a harmonious urban and rural area, it is of great significance in encouraging employment, increasing income, adjusting the agricultural structure, building a new socialist countryside and harmonious society. Chibi is in good economic condition and rich in natural and cultural resource, the development of rural tourism is of practical significance in improving the discord in urban and rural areas and promoting the development of local rural community.On the base of using the experience of foreign and domestic areas for reference, This thesis uses field survey research to study the development of rural tourism in Chibi and points out that there are many problems existing in the process of expanding rural tourism by the use of SWOT analysis, such as the insufficient development of resources, the backwardness of supporting policies and facilities, the low level of management services. Through investigation and analysis of rural tourism market in Chibi, this paper presents strategies and recommendations for the overall development of rural tourism, which means that it should be abided by the overall development principles, that is, following government support, making overall arrangements, laying equal stress on both culture and environmental protection and tourism development, giving prominence to features, and building brands. In industrial arrangement, the integration of resources should be strengthened; in management mode, the model of―Government + travel management company + community + Rural Tourism Association + travel agency‖is promoted; in tourism products, local culture characteristics should be highlighted, and moreover, services should be improved; in marketing, the positioning of tourism image must be accurate, and the an integrated marketing system should be established on the leading of the government. It aims to provide a reference for the healthy and rapid development of rural tourism in Chibi.
