The Correlation Research On Social Factor And Patents Output And Countermeasure

Holding the amount of patents, the ability of transformation patents into production, making use of the leading role of government in the process of producing patent, reinforcing the cooperation of industry-university-research institute and the level of executing patent system are the important index in weighing the market competition or all-round ability of a nation or a region, then they can lay the basic for advancing national competitive ability. At present, in the domestic research almost literature are confined in a narrow scope, for example, a macro-view from nation, one city or a innovative body such as universities, enterprises, research institutes and most research about patent output focus on one social factor such as R&D outlay devotion. Because every city or organization does not isolate from it's around environment, so patent output is related to the circumstances which the innovative body lies in from macro-view, middle-view to micro-view. So this paper aim at study patent output from comprehensive social factors of which the subject investigated lies in nation, region.Firstly, analyse the correlation between patent output of nation and region, then take Tianjin Municipality's patent output as an example of locality's patent output, and reveal the interrelationship between social factors of nation, region and the patent output of Tianjin Municipality, from Tianjin Municipality's social environment and social factors operation mechanism. This paper apply relative statistical data of patent output and social factors and mathematical model such as gray correlative model and DEA model, to support the argument of the paper. Simultaneously, on the side of nation, region, Tianjin Municipality, put forward the suggestion in order to increase the amount of patent output,from corresponding patent output features and the correlation.The paper provides overall view for patent output study, and make for understanding the influencing social factors of patent factors clearly, then put forward pertinent suggestion and increase patent output.
