Grounded on the application of risk management theory and analysis on the current safety management mode of Changsha Power Company,his paper summerizes the existing problems and reaches the following conclusions:less of forward-looking of risk management, short assessment on site operation, the existing security assessment methods can not meet the requirements from the real risks,inadequate understanding of risk control and other issues.This paper takes the advantages of fault tree analysis method to analyze typical accidents in recent years and has identified a variety of risk factors in typical issues.It also utilizes hierarchical analysis to determine the weight of various risk factors,uses fuzzy mathematical analysis to bring forward specific risk assessment methodology.Based on the actual situation in Changsha Power Company,this work has established a risk assessment system.For different types and levels of risks in the electric power production process,this paper has cited a series of risk control methods like pausing operations,expanding power off range,adjusting the operation time and making work safety planning,taking out insurance,project outsourcing,nhanced emergency response management,promoting the safety culture construction.Safety risk management system should be executed step by step with the guarantees of human resources,regulations,organizations and safety culture. For the possible obstacles in the implemention of safety risk management,the system also gives managing solutions. |
