Labor and employment management is the significant and fundamental work of human resource management. Its management level influences the benefit and competitiveness of the enterprise directly. How to implement scientific labor and employment management is the important project that every enterprise confronts with.The thesis takes the human capital theory and strategic human resource management theory as the guidance. Based on the integration of domestic and foreign research achievements on the labor and employment management, the thesis analyzes the current situation of the labor and employment management in Changsha Power Supply Company. The advantages are as follows, including relatively standard management, harmonious labor relation, sound training system, and strong market competitiveness of remuneration benefit system. However, there are also problems existing in the labor and employment management, including large amount of employment, complex form of employment, insufficient labor and employment management, severe structural understaffing, redundant administrative staff, overlying functions of administrative institutions, and no reasonable and effective operation, etc. Based on the analysis of current situation of human resource of Changsha Power Supply Company, it advances the labor and employment management of the company. The project includes three steps, namely①optimize the organizational institution;②measure and calculate fixed number of workers scientifically and reasonably;③implement dispatching system of labor and employment management, subcontract of low-end business, and system of taking up a job through competition. Labor and employment management is the significant component of human resource strategy. Based on this, construct flattening labor organization system with reasonable function, coordinated entirety, and effective operation. Only in this way, it can achieve the scientific management on labor and employment and promotes the improvement of level of human resource management. After the comprehensive improvement of organizational structure and post design, the implementation of the labor and employment management project should pay attention to these aspects, including how to combine with salary management, performance management, and other mating systems as well as strategic objectives of the enterprise effectively. Besides, give play to the center and key role of it in the human resource management system. Through the means, such as the scientific measurement and calculation, reasonable fixed number of worker, and perfection of the labor and employment management system, realize the optimization of the labor and employment management and improve the labor and employment management level of the enterprise constantly. Finally, the thesis points out what strategies should be paid attention to in the implementation of the labor and employment management project and how to provide guarantee for the normal operation of the system.The conclusion of the research of the thesis has active reference meaning, which is for the enterprise to revise existing labor and employment management system and improve the level of human resource management.
