With the accelerated process of economic globalization,inter-regional linkages are becoming closer ,exchanges become more frequent, spillover effects of public services are increasing day by day. Local public services, especially quasi-public services'extravasations blur the boundary of the income, while the consumption of public services will reduce the cost of private life and business production costs, and make the private sector achieve higher returns. The more regional public services'supply, the more attraction of factors of production, and promote the formation of spatial aggregation. Spillover effects of public services has been researched by a lot of scholars ,but more concentrated in the public service with the spillover of FDI, R & D, technology and knowledge spillover effects, as well as the flow of public services in the process of segregation of duties. In recent years, the rapid development of the economic theory of space research has broaden the research perspective of technology and knowledge spillovers and greatly promoted the study of the theory of public service.Based on the research of public services in Spatial Economic Theory, this paper uses the method of spatial economic analysis, establishes public services as a focal point, and as a prerequisite of whether the spatial mobility of factor depends on the level of inter-regional differences in factor income, studies statistically of the relationship of the spatial spillover effects of public services and factor income. This full text is divided into six chapters. The first chapter is the introduction. It introduces the research results home and abroad, and lays a solid theoretical foundation for this research. Chapter II discusses the system of public service space for overflow and the relevant theories of factor mobility, and gives a theoretical framework for the establishment of follow-up study. The III, IV, five chapters discuss the spatial spillover of the public service effects on the rate of factor income, the results show that the public service space spillover will have a significant effect on factor mobility, and consumers'preferences and changes in transaction costs will also affect the results of the spatial spillover. Chater VI is the empirical research.Which use the spatial econometrics, with panel data, to study the relationship between spatial spillover effects of public services and factor mobility, and further summarized research results. This article studies the spatial spillover effects of public services from the spatial economic perspective. It establishes a Nonlinear General Equilibrium Model has been formed on"two regions, two sectors (public and private sector), two elements (mobiling-elements and non-mobiling elements)". At the same time, using the method of numerical simulation of matlab, we discuss the impact of public service on the factors'flow and spatial distribution. Through the study we found that public services can increase the rate of factor income, factor mobility and market promotion of the space together.
