| The economic globalization urges factors of production globally free flow and optimized allocation.In order to attract factors flowing and optimizing factors allocation, local governments in China's in aspects and so on investment environment, market system, public services and the supply of goods, government efficiency has launched the inter-regional competition. As a result, the role of government in the spatial economy analysis has been more discussion. But this discussion is more focused on tax policy - tax competition Role of the government's public service impact on the supply side, and public service's segregation of duties when factors flow. In order to reveal the relationship between the supply of public services and flow of factors, it is necessary to study the spatial effects of factors'flow as the supply of public services change, thus provides the theory explanation and policies basis for the public services'development strategy of local governments.According to the method of spatial economic analysis, establishes the supply of public services as a focal point, using the standard spatial economic analysis, with the preposition that whether the factors flow or not depends on the difference of the factor income levels between regions, a Nonlinear General Equilibrium Model has been formed on"two regions, two sectors (public and private sector), two elements (mobiling- elements and non-mobiling elements)". At the same time ,using the method of numerical simulation of matlab, we discuss different roles of different variables, such as commodities elasticity of substitution and the transaction cost, influencing on the factors'flow under three different spatia effect of the public service. With the data of provinces in 1990 and 2000 years, the paper still establish a statistical model to validate the relation between the expendituer of finance and inflow of labor force or outflow of labor force. It almost improves the result we have proved in the research of theory. |
