The sustainable development of the high-tcch industrial development zones is a dynamic development process, which makes comprehensive development of the residents as the main body, sustainable use of resources as the basis, economic, and social development for the protection, technological change and institutional innovation as a means, produce enough social product to meet the require of community's total population and economic development sufficiently as the goal, to achieve the virtuous circle of high-tech zones'complex ecological and economic system.
