The Research On The Strategy Improvement For Dezhou High-tech Industrial Development Zone

Our high-tech industrial development zone is a high-tech industrial development zone which is based with intelligence-intensive and open environment conditions relies mainly on domestic technology and economic strength and fully absorbs and learns from foreign advanced technology resources, capital and management tools. For another, we can achieve local optimized software and hardware environment to maximize the scientific and technological achievements through the implementation of various reform policies and high-tech industries measures. The High-tech Industrial Development Zone in our country was established with the help of the high-tech revolution, and its birth had promoted the development of high-tech industry. Increasingly, it has become the radiation source of the traditional industries transformation and accelerated the development of regional economic and played the positive role in the process of reform.Dezhou High-tech Industrial Development Zone in Shandong Province in 10 years of development, relying on local resources, adhere to innovation and development cycle of development philosophy, to the development of functional sugar featuring biotechnology industry, high-end equipment manufacturing, and other advantages of the pillar industries, has awarded the honorary title of national high-tech bio-industry base core area, the State Torch Program bio-industry base in Shandong Province, the first technology trade export innovation base, national ecological demonstration zones. At the same time of great development, the high-tech zone has not formed a scientific theoretical guidance systems and excellent administrative systems. And there are still backward management systems and operational modes, the imperfect establishment of a common platform and many other issues, severely restrict the high-tech zone further development. In this study, we mainly focus on the Dezhou’s High-tech Industrial Development Zone achievements with the methods of literature review, field investigation, empirical analysis, normative analysis and get it the following results: First of all, we must deep reform and improve the management structure; secondly, we must renew concepts and innovate government services; thirdly, we must innovate methods and construct public service platform; fourthly, we must improve mechanism and the talent service system; fifthly, we must plan scientifically and build a science and technology industrial town.
