Because of the backwardness of all aspects of social and economic in minority areas,there is inevitably arduousness for Popularization of Science. But the spillover ofpopularization of science gets its great development have more important practicalsignificance in Regions of Minorities. As part of Popularization of Science, theimplementation of benefiting Farmers by Popularization of Science in Regions ofMinorities has made tremendous achievements and played an exemplary role inPopularization of Science for six years. However, due to the particularity of administration,social environment, humanistic qualities and so on, there is lack of long-term property ofscience to benefit farmers. In order to make the Benefiting Farmers by Popularization ofScience conventional and continuous development, we must build the Long-effectMechanism of Benefiting Farmers by Popularization of Science in Regions of Minoritiesfrom the ideas, models of Popularization of Science.The research has analyzed the five-story agency relationship and failures ofBenefiting Farmers by Popularization of Science in Regions of Minorities, on the basis ofdefinition of the science, mechanism concepts and the main bearer of Benefiting Farmersby Popularization of Science, four types of receptors, from the interdisciplinary, accordingto the principal-agent theory, with the relevant theory of sociology and ethnology. Afterfurther analysis. We conclude that it’s necessary to establish the Long-effect Mechanism ofBenefiting Farmers by Popularization of Science. The research mainly uses the methods ofempirical analysis. It starts with the introduction of macro-social environment and theoverview of Popularization of Science, and empirically researches the micro-currentsituation of Benefiting Farmers by Popularization of Science in Regions of Minorities.From this, We discover incentives in Benefiting Farmers by Popularization of Science inRegions of Minorities,such as recognition of insufficient capacity, emphasizing therecognition of the breadth and ignoring the recognition of depth short-sighted. To solve theproblem, we must get rid of the short-sighted, build Long-effect Mechanism of BenefitingFarmers by Popularization of Science. Firstly, we should build evaluation index systemand assign weights on the benefits of agricultural inputs, the atmosphere of the Benefiting Farmers, the benefits of agricultural output and the effectiveness of preferentialagricultural. Secondly, we should improve our policies and security from institutionalarrangements and the main responsibility. Among them, the former is including policyintegration collaborative mechanism, building services and incentive mechanisms, andfunding the linkage mechanism, service improvement and innovation mechanisms andhuman capital to enhance the mechanism; the latter is including the benefits of drivingmechanism of the industrial operation and equitable benefit-sharing mechanisms.The paper is divided into six parts. Introduction section highlights the situation ofPopularization and the suffering faced by Benefiting Farmers by Popularization of Sciencein Regions of Minorities. The first chapter defines the relevant concepts and describes thebasic overview of Popularization of Science. The second chapter uses the principal-agenttheory as the theoretical basis of Benefiting Farmers by Popularization of Science inRegions of Minorities. The third chapter empirically analyzes of Benefiting Farmers byPopularization of Science in Regions of Minorities from a macro and micro perspective.The forth chapter starts with the establishment of assessment index system of BenefitingFarmers by Popularization of Science in Regions of Minorities to build long-termmechanism. The epilogue briefly points out that this study can learn from and deficienciesin order to provide a reference for future research.
