The Study On The Imp Lementation Performance Of The Benefiting-farmers Policy Which Based On The Satisfaction Of Farmers

Now the performance evaluation of the benefiting- farmers policy mainly focused on the subjective indicators, the study on the farmers’ satisfaction about the subject who will participate in the benefiting- farmers policy is less and not comprehensive enough. Which is not accord to the core idea of the performance-oriented.In addition, the "people-orientation" trend of the Government make the study on the implementation performance of the benefiting- farmers become more necessary.This study analysis the a ntecedents and the results of the farmers satisfaction and hypotheses results of the farmer construction. The satisfaction index model of the benefiting- farmers policy based on drawing on the consumer satisfaction index. This study investigated the Tanghe County of Henan Province in 21 villages of farmers satisfaction, according to hypotheses results of the farmers satisfaction index model, we can find: except for the farmers’ expectation of farmers’ satisfaction, farmers’ satisfaction to farmers’ complaints and farmers’ complaints have a direct negative impact on the farmers’ trust and negative research hypothesis, the causal relationship among the other variables was positively and directly.Research shows that the data obtained from the survey and the satisfaction degree of farmers were fitted well, the statistics and indicators are in line with the requirements, the conclusions of the study are as follows:First, the satisfaction index model of the benefiting- farmers policy the tool for quantifying the benefiting- farmers policys, after verification,the model fitted well after verification.Second, the satisfaction index model of the benefiting- farmers policy: according to the derived from the weight farmer’s satisfaction,account the index of the observed variables,the result shows the actual satisfaction index and the benefiting- farmers policy are consistent.Third, the key to improve the index of the farmers ’ satisfaction are policy content and policy implementation.IV, attitudes: the farmer is no t optimistic about the overall quality of the benefiting- farmers policies, overall expectations of the the benefiting- farmers policy is low.The study on the implementation performance of the benefiting- farmers policy is based on constructing the satisfaction index model of the benefiting- farmers policy, on the one hand, it offers a new way to evaluate the implementation performance of the benefiting- farmers,on the other hand, it provides the feasible suggestions to improve and enhance the implementation performance of the benefiting- farmers policy.
