To resolve the land problems play a important part in the solution of three agricultural problems. With the development of agricultural industrialization, the scale agriculture, the second and tertiary industry in rural area, especially transfer of rural surplus labor, the income from the management of rural land has not been the only or the most part in the revenue of peasant. It makes the transference of rural land contract and operation rights, as a basic products element, to be necessary. We can see that it play a great promotion to the economic development in rural area. But we can't neglect the problems in the transference.Drawing lessons from other experts'research, this paper ascertained the connotation of rural land contract and operation rights and its transference. Firstly, this paper analyzed the implementing salutation of the current policy, the status and characteristics of the transference of rural land contract and operation rights, which is the foundation of this research. After the description of the basic theory, this thesis takes Linyi city in Shandong province as an example, does research on the transference of rural land contract and operation rights. This paper summarizes the status, the significance and the chief problem of the transference. Through the analyze of restrictive factor to the transference of rural land contract and operation rights in typical area, this paper worked out some countermeasures to improve the policy of the transference of rural land contract and operation rights.
