The new < LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON EMPLOYMENT CONTRACTS > was effective from January 1, 2008. The new law makes a series of adjustments on labor contract management standards. The major adjustments relate to the effectiveness of the provisions of collective contracts, labor dispatch and economic compensation etc. It has brought new changes and challenges to the labor contract law and employment system, and it has set new requirements to the enterprise employment system as well. Today, with the increasingly rapid pace in society, staff demission has become more and more popular, and the impact to the team organization caused by demission has drawn more and more attention.In this paper Sinopec Henan branch is selected as the object of study and demission cost of casual labors and management strategies are analyzed. Firstly, a survey on current status of labor dispatching is conducted, an in-depth analysis and induction on the of the cause of demission is conducted from the aspents of salary, assessment mechanisms, development opportunities and corporate culture, then the developing trend of casual labor is discussed.Secondly, based on the investigation of the current situation, impact brought to the Sinopec Henan company by demission of casual labor is classified, demission cost caused by demission influence is quantitatively and qualitatively analyzed, all of the costs caused by demission, namely, the cost of brand influence, the influence cost of the inner organization, the cost of direct demission, the cost of job vacancies, the cost of staff acquisition, the cost of lost productivity and the cost of savings are analyzed and accounted, and a relatively comprehensive analysis of the cost of losses because of the demission of casual labor is carried out.Finally, taking the following actors as the starting point: perfecting the management of labors in gas station, reducing the demission cost of labors, inspiring the enthusiasm of the labors and improving the operation and income, this paper puts forward corresponding strategies for the management of casual labors in Sinopec Henan company to improve the business management and improve enterprise competitiveness.
