Research On Undertaking Capability Of Service Outsourcing Model Cities Based On The Outsourcer's Perspective

With the rapid development of economic globalization, outsourcing as a model for international service transfer, is increasingly concerned by the community, for it has made an indelible contribution for the global economy growth. In terms of the outsourcers, a successful outsourcing strategy can bring a lot of benefits for them, for example, costs reducing, business risk reducing and core competitiveness enhancing. And in terms of the providers, undertaking services of advanced services enterprises can help them expand their international markets, and enhance quality of services. For the areas undertaking these services, service outsourcing can help them how to improve the service industry's core competitiveness, optimize the local industrial structures, and create more job opportunities. So, developing countries like India and China have seen service outsourcing as an important direction of the industrial development in the future, and developed a lot of preferential policies, in order to make service outsourcing industry develop healthily and rapidly. From the global industry research, however, it can be found that both the type and amount of service outsourcing business undertaken in China are far less than the world famous service outsourcing countries. To improve the competitiveness of China's service outsourcing industry and speed up industrial development, the Chinese government has issued many policies to support the development of service outsourcing industry. So far, there have been 21 national service outsourcing model cities playing an important role in undertaking service outsourcing business and promoting industrial development.This article focuses on the development of domestic service outsourcing model cities status quo, analyzes the undertaking capability of the cities with qualitative and quantitative research methods, study the influence factors of the undertaking capability of the cities multi-level and multi-angle, and sets up a Model for enhancing the undertaking capability. In order to fully describe the model cities'ability to undertake service outsourcing business, the article focuses on studying the ability from two dimensions, which are the enterprise and the government. However, no matter enterprise or government, it covers widely and its difficulty in study is very great. So, in studying the ability to undertake outsourcing business in enterprise dimension, the article starts from the details, focuses on solving one of the problems in the process of the outsourcing companies to undertake outsourcing business, that is service pricing strategies, and outsourcing service pricing model is used. And there are few studies in other factors affecting the ability of enterprises to undertake outracing business, which will be written in other articles. In studying the ability to undertake outsourcing business in government dimension, the article's base is original local economic and industrial data of 20 service outsourcing model cities in 2009, except Xiamen. Then there establishes the 14 indicators, uses factor analysis and entropy method, calculates the score of each model city governments'ability to undertake service outsourcing, gives the ranking order and supports the way of industry development of backward areas. Finally, based on the development status of China's service outsourcing industry and the results of the analysis in the article, it points out the shortcomings in the current development of China's service outsourcing industry, and proposes relevant measures from service outsourcing enterprise and model city government dimensions.
