Study On EPC Project Quality Chain Management

Because general contracting mode can provide specialized and socialized service, it will become the development trend of the future project contracting gradually. China's implementation of general contracting originates from the 1980s"Lubuge impact". With the development for more than 20 years, a few large state-owned design institutes, petrochemical enterprises have become large engineering firms with general contracting ability. But most of construction enterprises in China still stay in the construction contract, at the end of industry chain; the value added of production is very low. There is a large number of construction enterprises in our country, but few with EPC ability. Especially after China's accession to the WTO, the domestic construction market has become increasingly open, some large foreign contractors began to enter the home market and domestic contractors have gradually started to go abroad to undertake international project.Quality Chain Management is modern quality management theory. It makes products or services to meet customer's needs by the integration of various resources on the Quality chain. Based on Quality Chain theory and characteristic of EPC project quality, it establishes EPC project Quality Chain, and explains the connotation of EPC project quality chain. Through an analysis of the relationship between cooperative enterprises, the paper defines the EPC project Quality Chain cooperation relationship, establishes the evaluation index system for selecting cooperative enterprises. The key factor of EPC project Quality Chain success lies in the coupling effect analysis of Quality Chain Node. It reveals the operation mechanism of EPC project quality chain, by using self-organization theory to build EPC project quality chain self-organization model, and identify three order parameters of quality chain system self-organization: Quality Chain technology level, Quality Chain synergy ability and Quality Chain profitability. These three order parameters derives from EPC project Quality Chain, then slaved the subsystems to evolve orderly. Finally, this article illuminates the EPC project quality chain run support mechanism from collaborative management mechanism, information sharing mechanism, interest distribution mechanism, performance evaluation mechanism these four aspects. Collaborative management mechanism consists of the interface management mechanism, the dominant mechanism, the trust mechanism and the incentive mechanism. It is the basis of cooperation between Quality Chain node enterprises. In the information sharing mechanism, establishment of Project information Portal ensures the efficient transmission of Quality Chain information. Reasonable distribution of interests guarantees the stability of quality chain operation. It raises the cost incentive, technology incentive and performance incentive contact design. Using Balanced Score Card to evaluating EPC project Quality Chain performance, this paper proposes two ways to improve the Quality Chain: progressive improvement and Quality Chain reconstruction.
