A Research On China's Structure Of Finance Expenditure Supporting Agriculture

Agriculture is the foundation of national economy, on the one hand , agriculture provide the necessities of life for the people to ensure social stability; the other hand, agriculture economic development relate the national economy continually, Fast, healthy development. Through 30 years of reform and opening-up, China has entered the middle stage of industrialization and urbanization phase of rapid development; agriculture has also entered a new stage of development. The orientation of China's economic development emphasis only on the industry has changed into relying on both industrial and agricultural development. The priority to develop urban economy has changed into the coordinated development of urban and rural area. How to deal with Agriculture, Farmers, Rural areas problems become the most important task at this stage. Under this background, it is necessary for a systematic review process of economic development in China, summing up China's gains and losses in agricultural development, further promoting the innovation systems and theories, and exploring effective and agricultural development in China.Fiscal support is an important means of protecting agriculture. Chinese government has always attached importance to agriculture support, but the Chinese Government fiscal expenditure is lower, compared to other countries. This paper select the main factors from the structure and system to empirical research on Fiscal Support of Agriculture of China , deeply analyzes the reasons of current low agricultural support, and propose to increase the effectives of current fiscal expenditure policy and recommendations. It also combines of quantitative and qualitative analysis of research to attain a more in-depth analysis.It is divided into five parts. The first part is introduction. This chapter introduces the research background and significance of research, domestic and foreign research review, and the main contents and methods. The first part is general analysis of the fiscal Support of agriculture. The second part is the meaning and goal of the agriculture expenditure structure. The third part is the research on structure of finance expenditure supporting agriculture. This chapter is the focus of this paper. The fourth part is introduction of the National Agriculture policy of other typical countries and enlightenment. The fifth part is suggestion of how to improve the effectiveness of fiscal expenditure for supporting agriculture in China.
