To realize our country's modernization and solve"Three Agriculture"question, rural labor's migration to city and non-farm industry is necessary. Recently, the didactic system between rural and city became weakened, its representative is reformation of The Household Registration System. However as the city's low level employment saturated long with non-farm industry's modernization level enhanced, the affection of Human Capital to Rural Labor Migration will be further strengthened. Therefore, the study on correlation of human capital and labor forces outgoing employment has important practical significance.On the foundation of investigation date from Gansu, first of all, I described the basic situation of the survey sample. It contains the statistical analysis about outgoing labors'education, training, as well as healthy situation, then understand the outgoing labors'employment situation and employment income, and summarize the current human capital status and employment characteristics of outgoing labors.Secondly, analyzed correlation of the human capital and employment of outgoing labors : Include the following three aspects: One is the influence of education to the nature of a job of rural labors; Two is the influence of human capital to outgoing labors income, and used correlation and regression to analyze the relationship between the two mainly. Three aspects analyzed the labor forces outgoing employment influence to demand of human capital investment. I draw a conclusion that human capital is the important factor which influenced rural labor outgoing employment . The main conclusions are:1.The labor forces with high education and male are adapt to obtain high income ,and education is closely related to the nature of job.2.Raising the level of technical skills is the important way to improve human capital. At the same time, skill trained labor forces more likely to get higher wages.3.The higher of human capital of labor force, the sense of protect their interests is stronger.4.Employment outside can promote demand of human capital investment .In the outgoing labor forces,84.6 percent want to accept more education, nearly 80 percent of them plan to receive vocational training program. Outgoing labor forces have strong demand in education and training.Finally, according to the above conclusions, this article proposed police suggestion about how to enhance the labor force human capital, promote the employment of labor force smoothly.
