Construction Of Major Function Oriented Zone And Coordinated Development Of Hubei Province

Major Function Oriented Zone is first initiated by"the 11th five year plan", according to bearing capacity of resources and environment, existing development density and development potential; also considering the future population distribution, economic layout, land use and urbanization patterns, space will divide into four Major Function Oriented Zones, they are optimized developmental zone, stressed developmental zone, restricted developmental zone and prohibited zone. China has made great progress since opening reform, but problems also exist. Space development is out of order, space structure becomes seriously imbalanced and the gap between different regions is obvious and environmental problems are also serious. Major Function oriented zone is an important innovated concept and an important tool to promote coordination regional development.This paper is divided into six chapters. The First chapter is exordium, mainly introduce the purpose, background and study at home and aboard of this paper. In the second chapter, it introduces the evolutionary process of the space planning in China. In the chapter three, it introduces the concepts and characteristics of the main functional regions, and analyzes coordinated development coordination function of the main functional regions which include narrowing the gap of development between regions, promoting the regional division and strengthening the bearing capacity of environment and resources; at the same time, we have pay attention to the coordination between different planning. In the chapter four, it presents the division of Hubei the main functional region. In the chapter five, systematically discuss the present economic and environment situation of Hubei province. In the chapter six , in order to promote coordinated development of Hubei province ,giving a series suggestions. Firstly, strengthen government function, complete market system and promote communication between different governments so that realize equalization of public service. Secondly, in order to realize regional distribution, combined with the construction Major Function Oriented Zone, put differential regional policies into practice, and strengthen communication between different layers of Major Function Oriented Zone. Lastly, according to the construction Major Function Oriented Zone establish innovative achievement assessment and the of performance evaluation of the government.
