Research On The Regional Coordinated Development And The Construction Of The Main Function Region Of Hubei Province

Carrying out coordinated development of regional economy is one of the central problems that has been a regional economics research and also the target that the international community pursue during the process of the economic development. Since the reform and opening up, China has obtained great achievement, and the people's living standard has raised continuously. However, during this process, the space structure becomes seriously imbalanced, caused by the space development which is out of order. It mainly embodies in the great gap between the urban and rural residents' income, the serious problem of regional resources and environment, etc.In this background, the Chinese government put forward《Program Outline of the 11th Five-Year-Plan of National Economy and Social Development of the People's Republic of China》,the outline points out the concept of the main functional regions(TMFR) for the first time, and makes it as one of the most important measure to promote the coordinated development of regions. Therefore, research on the construction of the TMFR is of profound theoretical and practical significance. The paper concentrates on the coordinated development of regions of Hubei Province, summarizes the function of regional coordination of TMFR, analyzes the predicament existing in the coordinated development of regions of Hubei Province under the traditional theories of coordinated development of regions, puts forward the policy and suggestion for strengthening construction of TMFR on the basis of combining the regional coordination function of TMFR.This paper is divided into five chapters altogether: Chapter one is exordium,it mainly introduces the purpose and value of the research on the coordinated development of regions of Hubei Province, the research status at home and abroad, and the resreach methods chosen by this paper, and so on. Chapter two introduces the evolution process of the traditional theories of the coordinated development of regions of China, analyzes the defect of the traditional theories of the coordinated development of regions of China, and presents that the construction of TMFR providing a new perspective on the theory of the coordinated development of regions of China. Chapter three introduces the concept and characteristic of TMFR, which analyzes the four regional coordination functions of TMFR, including being favorable to strengthen the bearing capacity of the resources and environment, to promote the combination of regional economic policy, to narrow the gap in development between regions and to improve the reasonable regional division.Based on an empirical reasearch of Hubei Province, Chapter four systematically analyzes the predicament of coordinated development of regions of Hubei Province in the guidance of the traditional theories. Chapter five puts forward the policy and suggestions for strengthening construction of TMFR from four aspects, including rational planning, making the powers and functions of the government clear, improving the reasonable regional division and establishing reasonable achievement assessment and performance evaluation system of the government.
